The Critical Distinction: RSC and TL Are Not on the Same Spectrum

The most consequential misunderstanding in safe security ratings is treating RSC and TL as high and low points on the same scale. They are not. RSC Level I is tested at five minutes with a 1/4-inch drill and basic hand tools operated by one person. TL-15 requires a separate, more demanding test: 15 minutes with carbide drill bits up to 1/2-inch diameter, cutting wheels, power tools, and pressure-applying devices. The minimum steel body thickness for TL-15 certification is one solid inch. RSC Level I has no equivalent steel requirement.

A safe that markets itself as high-security without a TL rating has not been tested against TL tools. That is not a failure. RSC Level I is the correct specification for many residential buyers. The problem is when a buyer who needs TL protection purchases an RSC product because the marketing language did not make the distinction clear.

What Steel Gauge and Bolt Count Tell You, and What They Do Not

Steel gauge and bolt count are construction claims, not certification claims. A 12-gauge steel body and 1-inch diameter bolts describe how a safe was manufactured. They do not describe how it performed under a standardized attack test, because no independent laboratory has tested it against one. A manufacturer who specifies steel gauge without a UL rating is describing their product. They are not certifying its performance under attack conditions.

This does not mean construction specifications are irrelevant. TL-rated safes require specific minimum steel thicknesses to pass the test. A 1-inch solid steel body is a TL-15 prerequisite, but the causality runs in one direction: TL certification requires heavy construction; heavy construction does not produce TL certification. A thick safe without a TL rating has not been tested. It may perform well or it may not. Without an independent certification, neither you nor the manufacturer can say with verified certainty.
