RSC I is a real test against a real adversary profile. The most common residential burglary scenario is an opportunistic attacker with limited tools and a short time window before detection. RSC I was designed to address exactly that. It does its job against the threat it was built for.

RSC II is the more demanding residential tier. The tester uses power tools, most consequentially angle grinders, for 10 minutes of net working time with two technicians. RSC II addresses a more capable attacker with a larger tool set. Products carrying RSC II certification are available at the upper end of the residential market.

What neither RSC tier protects against: attacks beyond the rated time window, carbide drills, cutting wheels, or extended power-tool engagement. A buyer whose threat model extends beyond the RSC profile needs to understand what TL testing covers.

A Different Standard

TL Ratings: A Different Standard, Not a Higher Tier of the Same One

TL-rated safes are certified under UL 687, a completely separate standard from UL 1037 (RSC). This is not a distinction of degree. A TL-15 safe has been tested by a credentialed technician with access to high-powered electric drills with carbide bits up to one-half inch diameter, angle grinders with abrasive cutoff wheels, high-speed reciprocating saws, and punch tools, for 15 minutes of net working time against the door. The tester also receives the manufacturer's blueprints, which means they know exactly where the relockers, hardplates, and weak points are. The safe passes if the door cannot be opened.

TL-30 uses the same tool set for 30 minutes of net working time. TL-15 and TL-30 both test the door specifically. The body construction requirements for TL-rated safes are substantially heavier than RSC; most TL-rated safes start at one inch of solid steel in the door, versus twelve-gauge sheet steel for many RSC products. That weight difference is the physical expression of what a more demanding test requires.

What UL standard and level is it certified to?

A complete security certification reads: UL 1037 RSC I, UL 1037 RSC II, UL 687 TL-15, or UL 687 TL-30. If the product page says "UL certified" or "UL listed" without specifying the standard and level, ask the dealer or the manufacturer to provide it. If they cannot, the product may carry only a UL listing for fire testing or for an older standard, not a current burglary attack rating.

Does the rating cover the door only, or all six sides?

RSC ratings cover the full safe. TL-15 and TL-30 test the door specifically. The notation TL-15x6 or TL-30x6 indicates the rating applies to all six sides of the safe: top, bottom, and all four walls, in addition to the door. For buyers with a threat profile that includes a sustained power-tool attack, the x6 designation matters.
