When a safe carries a UL label, most buyers read that as a meaningful security credential. It can be. But the label alone tells you nothing until you read what it says after “UL.” The term “UL certified” applied to two different safes can mean a five-minute hand-tool test or a thirty-minute power-tool test. Those are not quality points on a single scale. They are different certification categories, with different test parameters, different required construction standards, and a different price tier.
The category that covers most residential gun safes is the RSC, or Residential Security Container. An RSC I certification means the safe resisted a credentialed test technician working with hand tools and a basic drill for five minutes of net working time. An RSC II adds an expanded power-tool set and a second technician over ten minutes. Neither RSC tier is tested against the full high-speed power-tool set, including carbide drills and abrasive cutoff wheels, that defines the commercial category.
The TL-rated category, which includes TL-15 and TL-30, is a different product entirely. TL-15 means fifteen minutes against a full power-tool set, including carbide drills and high-speed grinders. TL-30 means thirty minutes against the same kind of attack. Both require a minimum of one inch of solid steel in the body, or a tested equivalent. The test is run by a certified laboratory under an adversarial protocol, with the manufacturer’s own construction blueprints handed to the tester in advance.

The gap that surprises most buyers is between RSC I and TL-15. These are not adjacent rungs on one quality ladder. They are different product categories, with different test methods, different construction requirements, and different price tiers. A TL-15 can look a lot like an RSC I in a product photo. The body steel, the hardplate over the lock, the construction inside the door, the test it actually passed: none of that is visible from the outside.
Net working time means the clock runs only while tools are actively on the safe. A 5- or 15-minute rating is a controlled benchmark for comparison, not a stopwatch on a real break-in.
Where Buyers Get Misled
A Label Certifies a Test. Added Steel Certifies Nothing.
Some manufacturers add layers of steel, corner bolts, or proprietary fill to a standard RSC container and market the result as high security, sometimes at premium prices. A $15,000 safe with an RSC I label is not the same as a $10,000 TL-30. Price does not transfer a certification. Construction add-ons do not substitute for the test. The only way a safe earns a TL rating is by submitting that specific product to a certified laboratory and passing the documented attack protocol. Without it, the security claim is self-reported, and self-reported claims are not a sound basis for a protection decision.
For a home, the stakes are usually lower than a commercial loss like that. The logic is identical. The label on a safe should describe what was tested, not what was claimed.
Which Tier Makes Sense for a North Atlanta Home
Atlanta runs at roughly 1.4 times the national burglary average, with documented organized-crew activity in Cherokee, Forsyth, and Gwinnett counties targeting higher-income suburban properties. How to Read the Label on a Safe You’re Looking At
When you are looking at a specific safe, in a showroom, on a website, or on a spec sheet, the security label tells you something precise if you know how to read it.
- “UL listed” with no qualifier confirms the safe is on UL’s published roster but tells you nothing about which test it passed. Ask: RSC Level I, RSC Level II, or TL?
- “RSC certified” or “UL RSC” with no level qualifier almost always means RSC I. Manufacturers tend to specify the level when it is II. Assume I unless it says otherwise.
- “TL-15” or “TL-30” are specific and meaningful. They describe the duration, the tool set, and the minimum construction requirement. These are the labels that give you a real comparison point.
- “UL approved” or “meets UL standards” with no physical listing label is marketing language. Ask for the physical UL listing label affixed to the safe itself, not a hang tag or a brochure.
- “CA DOJ approved” is a construction and safety standard, not a burglary-performance test. It is the legal floor for firearm sales in California. It does not certify resistance to attack the way an RSC or TL rating does.
The one question to ask about any safe you are evaluating: what UL attack test did this specific unit pass, and what tool set and duration does that test describe? If the answer is not a specific tier and a specific duration, you are working with an unverified claim.

Adding steel after the fact does not retroactively put the safe through TL testing. How do I verify a safe’s UL certification is real?
Look for the physical UL listing label affixed to the safe itself, usually inside the door or on the body. It is serialized and references the specific standard: UL 1037 RSC Level I or Level II, or UL 687 TL-15 or TL-30. Marketing materials that say “meets UL standards” or “UL approved” without a physical listing label on the unit are not the same as certification. If the label is not on the physical safe you are buying, the certification has not been verified for that unit.
